Navy Petty Officer Scott Roebuck is shot aboard a boat near his Maryland home from a driving Lincoln by two men, seen by simpleton mates Bill and Ted. In the anchor chain is found the drowned body of Stefano Delmar, a mob murderer turned FBI Agent T.C. Fornell's witness, about to enter witness protection, who was previously tortured.
